Aayushi GoelIn order to ease process of application for various consents and renewals; Delhi Pollution Control Board (DPCB) issued various relaxations under Environmental Rules dated 18.06.2021 pursuant to several Office order issued with the approval of competent authority.

The summary of relaxations is enumerated below –

  1. Renewal of registration auto generated subject to self certification, undertaking and  registration/consent/authorization fees for –
    1. Plastic/plastic waste recycling units under Plastic Waste Management Rules 2016
    2. Industries falling in Green and Orange category under Air and Water(Prevention and control of pollution) Act
    3. Health care establishments under Bio- Medical Waste Management Rules 2016
    4. Refurbisher and dismantler under E-waste Management Rules 2016
  2. Annual Returns will be filled online hence forth
    1. by hazardous waste generating units under Hazardous and Other Waste (Management and Transboundary Movement) Rules 2016
    2. by importers Ferrous and Non-ferrous scrap under and by traders of other waste Hazardous and Other Waste (Management and Transboundary Movement) Rules 2016
    3. by Refurbisher and dismantler under E-waste Management Rules 2016
    4. by project proponents under Construction and Demolition Waste Management Rules 2016
    5. by Health care establishments under Bio- Medical Waste Management Rules 2016
    6. by Plastic/plastic waste recycling units under Plastic Waste Management Rules 2016
  3. Extension of the validity of authorization
    1. granted under E-waste Management rules will be increased from 5 years to 10 years

Resulting, the relaxations aim to reduce number of processes and duration of grant of consent to operate, registration and authorizations likewise; eliminating physical interaction point with regulators. It will facilitate ease of doing business to unit holders while ease of compilation of data online by DPCB. The orders have been welcomed by industries in light of limitations due to pandemic and world being seamlessly changing to online regime.
